The action unfolds in the fictional state of Leonida, a take on Florida. At its heart, Vice City β the series' Miami analogue since 2002 β returns in a modernized form, between beaches, neon and wetlands.
Rockstar presents this map as the largest in GTA history, blending dense urban areas, countryside, swamps and coastline.
